Ther is NO deal to be had here. I always feel sorry for people who get themselves into these situations, but I cannot make their problem MY problem. If I can help, I will, but I cannot simply transfer a problem over to me. There is not enough of a discount for a cash deal. With $20,000 in back payments owed, there is no chance of a payment deal.
