Where and how to buy a tax lien is a HUGE subject and cannot be answered in one or two sentences. Every jurisdiction is different. Some jurisdictions, e.g. mine here in South Western Pennsylvania, do not even sell tax liens. But if you are in an area that does sell their tax liens as tax lien certificates, then yes, you can buy the tax lien, execute on it, i.e. foreclose on yourself. Then yes, you can move into the house with a clear title and no mortgage...and interesting concept.
