easement question

Some property has an ingress/egress easement indicated on the subdivision plat. Access to the other property would have to cross a creek at the back of the property. I can find no other information on the easement filed with the county clerk. If there is no previous agreement filed, how does one determine responsibility for improvements, maintenance, liability, etc of the easement?
