This is correct. In tax deed states (like Texas) you can have more liens on the property which will survive foreclosure. In most states all liens must be recorded at the Recorder's Office in the county where the property lies. This simply means that the lien must be officially recorded in the land office of that county.

One of the best ways to learn how to research liens costs you nothing. You should go to the local land office and look for people there called 'abstractors'. These are the folks who work for the title companies and actually do the research on a daily basis. They are usually working with a stack of properties and usually will be working in groups. I have learned a great deal from just politely asking them if I could peer over thier shoulder and watch.

Usually they don't mind and they will enjoy sharing what they know about the process.
