Out-of-state owners mailing list is inclusive of BOTH in state AND out-of-state owners. I mail in combinations of both letters and postcards at times to them depending upon the situation. In addition I also add "spice" to the envelopes with insignias and other information to make sure those letters get opened. The best message in the world getting to the best applicable target market is useless unless that letter gets opened.
