Is marketing as Important with Wholesaleing??

So I get that Creative Real Estate requires an A one effort in getting prospects to call you, but with wholesaling? Should we be whipping out offers on any ugly home that looks like it might be profitable. I mean driving by some cities you can spot 10 homes per hour that look rough. What I am trying to get at is, should we be making offers if our intention is to WHolesale on any piece of property. And what is the estimate to offers being accepted to offers being made.
