Short Sale Hardship Letter from Deceased?

How or maybe Who writes a hardship letter when the "owner" has pass on? The daughter has been assigned as the personal rep but does not have the means or desire to pay the mortgage. If the daughter needs to write it, what negative point should the letter be based on? Also will she need to send all the typical financial info? She just wants out.
