Bidding on tax leins

Do you bid an amount higher than the amount of taxes and fees owed? or Do you pay the amount of taxes and fees owed and bid on the amount of interest you are willing to recieve, starting at the max for the state then go lower, with the lowest amount of interest winning? The second is the impresseion I got after reading a book about investing in tax leins.
