What are some of the strategies I should consider prior to attending?

YOu need to view the property backing the certificate and determine market value and the presence of any other liens which will survive foreclosure. I have a new course that covers this material and I strongly suggest you consider it if you are going to purchase any tax lien.


Can I approach the property owner and/or the mortgage banker prior to the sale to make an offer, or is it too late ?

No. The property is in tax suit now and that will not stop the process. You would be the owner (if you were able to strike a deal) but there would still be a lien on the property. You best bet is to purchase the lien. However if you really want ownership then you may want to contact the owner or mortgage bank. The likelihood is that niether will sell.

The property that I am interested in, was on the auction block previously but removed because the property owner filed bankruptcy. Can he file a second time and remove the proerty from sale once?

No.
