Chris,

I don't have experience with SC but can tell you quite a bit about Georgia. Georgia has a 2 year right of redemption. The rate of return for year 1 is 20% and 10% for redemption occuring the second year.

The interest charge are flat and the redemption period begins to run when the lien (i.e., tax certificate) is sold at the auction.
